The VTDOC will base this program on evidenced based strategies employing targeted interventions based upon the risk, need, responsivity, dosage and treatment principles.

This is for the purpose of providing services to reduce criminogenic needs with a focus on substance abuse. Services may include assessment, individual and group services. Although the services are provided in a correctional setting the level of care is more reminiscent of outpatient services as opposed to residential services. The Vermont Department of Corrections is seeking proposals to provide for the ongoing development of Vermont's response to prison sexual abuse, training of facility management teams, victim/perpetrator assessments, and sexual misconduct investigative protocol. Vermont has progressed in instituting training curriculum and development, response protocol, investigation techniques, and promoting a positive facility culture.
